目的为适应医保“总额预算”支付方式改革,医院要有效地规范医疗高值耗材的使用管理,切实减轻病人负担。方法借助信息化技术建立了包括供应商、临床使用科室、物资管理部门及相关的医保、物价等部门的供应链物资管理平台,并与HIS的收费系统进行有效结合,对高值耗材使用的各个环节全过程进行监控与管理。通过对高值耗材准入条件的审核,采取公开招标的办法,医保与物价联合监督机制的推行,知情同意制度的落实,以及利用条形码技术的管理,提高了高值耗材使用过程的透明度。结果砍掉了三分之一的重复品种,招标价格比原来下降了12%,让病人可以根据自身的实际情况进行选择,确保了病人的利益。“,”Objective:To standardize the use and management of high-value medical consumables and relieve patient burden and to adapt to the payment reform of global budget of medical insurance. Methods:Information technology was applied to establish the supply chain and material management platform integrating suppliers, clinical departments, material management departments and related medical insurance departments and price departments. The platform was also integrated with the HIS billing system to monitor and manage the use of high-value medical consumables. The transparency of high-value medical consumables was improved by auditing access of high-valuable consumables, adopting public bidding approach, promoting joint supervision of the health insurance department and price department, implementing the informed consent mechanism and applying bar code technologies. Results:1/3 of duplicative consumable varieties were cut off the supply chain and the bidding price was reduced by 12%. Patients were able to choose medical consumables according to their own conditions, thus protecting their interests and benefits.
