The paper starts with the mechanism of the oil electrostatic charge and discharge,discusses the types and forms of electrostatic charge and discharge in the oil loading and transporting.It still clarifies the affection factors and conditions of the oil discharge and burning.In this paper,the charge flow in the oil storage tanker full filled with oil is preliminary calculated firstly,and then the charge accumulation on three conditions is discussed and calculated in detail.The first kind is no free surface on the oil level;the second kind is there be free surface on the oil level,and the last kind is surface charge density on the oil level.
