1.Evaluation System of low-carbon cities A comprehensive evaluation of the development level of low carbon cities, we must first establish a set of evaluation index system, both to reflect the economic development and technological progress, social development, environment, optimize the coordinated development of the idea, but also reflects the state of urban low-carbon development and trends.Collected per capita carbon emissions, carbon intensity, industrial structure and international trade, energy structure and carbon sinks (resource endowments), the flexibility of the carbon emissions, energy consumption per unit of product and technical level of data and information relevant theoretical guidance, to establish a comprehensive evaluation index system, the study identifies the evaluation criteria of low-carbon cities.2.Model for evaluation of low-carbon cities Low-carbon city index system built on the basis of comprehensive and integrated indicators, the establishment of the evaluation model of a low carbon city, system analysis and evaluation of urban production systems, transportation systems, energy conservation and ecological construction, urban air pollution control, clean energy development, different aspects of low-carbon construction, the establishment of low-carbon city evaluation model, to explore the evaluation method of low-carbon urban development.Thus according to the established low-carbon urban indicator system, the evaluation criteria, evaluation methods, models, choose from the low-carbon technologies, lifestyles, greenhouse gas emissions, social and economic mode of operation point of view, evaluation of low carbon cities in the level of low-carbon development status, accounted for its low carbon development index.3.Development policy of Chinas low carbon cities We should pay more attention to city plan, industrial structure adjustments, and develop low carbon building, transportation and technology.We should establish a low-carbon city demonstration area and carbon exchange market.With the optimization of industrial structure, resource recycling and construction of energy-saving and environmental protection economy system and healthy, saving,low-carbon lifestyle and consumption patterns, we can eventually implement the citys clean development.
