19世纪末20世纪初,围绕着朝鲜半岛问题,日本和俄国之间曾经进行过长期激烈的争夺。出于其各自的利益和需要,他们先后曾就分割朝鲜半岛问题提出过许多不同的方案。美国人对于这段历史,以及俄国人长期以来在朝鲜半岛的战略诉求十分清楚。因此,美国人对二战中苏联人参加对日作战的真实意图及其战略目的也是心知肚明的。基于自己的战略需要,美国人答应了苏联人提出的参加对日作战的条件,并且将之作为一份秘密条款附件写进了双方签订的《雅尔塔条约》。因此,当苏联红军在朝鲜半岛内大踏步进军之际,美国人建议双方以北纬38度线为界分割朝鲜半岛。不出所料,苏联人爽快地接受了美国人的建议。
In the late 19th and early 20th centuries, there was a long and fierce battle between Japan and Russia around the issue of the Korean Peninsula. For their own interests and needs, they have proposed many different proposals on the issue of dividing the Korean Peninsula. The Americans are very clear about this history and the Russians’ long-standing strategic appeal on the Korean Peninsula. Therefore, the Americans are also well aware of the true intention of the Soviets to participate in the war with Japan in World War II and their strategic objectives. Based on their own strategic needs, the Americans promised the Soviets the conditions for their participation in fighting Japan and they wrote it into the Yalta Treaty signed by both sides as a clandestine clause. Therefore, as the Soviet Red Army strides within the Korean peninsula, Americans suggest that both sides should divide the Korean Peninsula at the 38 degree latitude line. As expected, the Soviets readily accepted the Americans’ advice.
