一、旧线改造对提高我国铁路运输能力的重要意义旧线在提高我国铁路运输能力中的作用是不容忽视的,从1950年到1980年,旧线承担了我国铁路客货运周转量的75%。但长时期来,我国对铁路旧线的改造重视不够,由1950年到1980年,我国对旧线改造和机车车辆的投资仅占铁路总投资的40.7%(同期内苏联的投资为74%),忽视了牵引动力和信号设备的现代化及运输组织改革,以致我国铁路无论是列车重量还是行车密度都大大低于苏联铁路的水平。因此,至今我国铁路旧线还有很大的潜力。表1为我国铁路主要技术装备水平、运输管理水平及达到的运输指标水平与苏联铁路的比较。

Table 1 shows the comparison of the major technical equipment, the level of transport management and the level of transport indicators achieved by China’s railways with that of the Soviet Union.
