实施“名教师工程”,旨在打破学校现有资历和职称的限制,使不同层次的教师同时置身于新课程的竞争环境中,促使教师个体产生新的危机感和紧迫感,从而在不断学习和体验教育新理念的过程中,一步一步坚实地向不同级别的名师目标迈进。 造就一支符合时代要求、数量充足、素质良好、结构合理的中小学教师队伍,是实施“科教兴国”战略的重要任务,是我国基础教育巩固和提高“普九”成果、发展高中阶段教育、全面推进素质教育的迫切需要。 如何遵循教师成长规律,提高农村中小学教师质量?笔者认为:逐步建立起以省市两级名师为龙头、以县乡两级名师为主干、以各校教学能手为主体的骨干教师体系;充分发挥名师在教育教学过程中的示范和辐射作用,以推进整个教师队伍的质量提高。
