民航业改革中的放松价格管制和允许民营航空公司的进入明显提高了民航市场竞争度,但是2007年以来,寡头国有航空公司的市场势力明显提高,市场竞争度又出现下降的趋势。民航业改革在促进市场竞争的同时并没有有效削弱寡头国有航空公司的市场势力和降低其垄断利润,基于产权优势的市场势力成为国有寡头航空公司获取垄断利润的基础,市场竞争具有“肥者生存”的特征。在软预算约束和不完善的国有资本收益管理体制下,寡头国有航空公司并没有带来积极的社会收益贡献。
The relaxation of price control in the civil aviation reform and the admission of private airlines have significantly increased the competition in the civil aviation market. Since 2007, however, the market power of the oligopoly state-owned airlines has increased significantly, and the degree of market competition has declined again. Civil aviation reform has not effectively weakened the market power of oligopoly state-owned airlines and reduced its monopoly profits while promoting market competition. The market power based on the advantages of property rights has become the basis for state-owned oligopolists to obtain monopoly profits. Survival characteristics. Under the soft budget constraint and the imperfect state-owned capital income management system, the oligopoly state-owned airlines did not bring about positive social benefits.
