This paper argues that in the first two decades of economic development, China has already paid two expensive social costs: one is the structural social corruption stemming from the institutional root causes, and the other is the serious overdraft of environmental resources. The author focuses on non-economic constraints such as power Factors involved in the “negative supply” effect of national resource allocation, using the “second-order equilibrium” theoretical framework to analyze the above problems, and then ethically questioned the “social cost theory.”
