我国地方政府实行绩效管理有着非常重要的现实意义。虽然地方政府在绩效管理理念和手段的引入和制度革新上有着强大的外部动力,但是革新动力的传动机制却存在很大的缺陷。这种缺陷表现在两个方面:第一,外部动力向内传导不均衡;第二,内部动力在传导过程中出现扭曲或被异化。动力传导机制中存在的问题与中国行政体制本身的特点紧密相关。重塑一种通畅的动力传导机制可以从加大人民满意度在绩效考核中的权重、增强社会问责机制、改进官员任用制度和改进压力型体制等角度着手。
The performance management of local government in our country has very important practical significance. Although local governments have a strong external motivation in the introduction of performance management concepts and methods and system reform, the transmission mechanism of innovation power has great defects. This defect manifests itself in two aspects: first, the internal motivation of the external motivation is unbalanced; second, the internal motivation is distorted or alienated during the transmission. The problems in the power transmission mechanism are closely related to the characteristics of China’s administrative system itself. To reshape an unobstructed mechanism of power transmission can start from the angle of increasing people’s satisfaction in performance appraisal, enhancing social accountability mechanism, improving the appointment system of officials and improving the pressure-type system.
