1980年1月至1982年7月,哈尔滨市因更夫失职(擅离职守或睡觉),未能及时发现火警,影响及时扑救而酿成的火灾有75起,经济损失达166万元。更夫失职的原因主要是单位领导对更夫的重要作用缺乏认识,往往安排一些年老、体弱、多病的职工担任更夫。据不完全统计,全市现有更夫年龄在60岁以上的约占90%,其中体弱多病者占相当比例,起不到应有的作用。为了从根本上解决这一问题,经市人民政府批准,市公安局于7月2日发出了
