随着全球环境不断恶化,气候异常变化越来越大,极端天气现象越来越多,自然灾害频率和自然灾害导致的损失加大。2010年我国南方部分地区再次遭遇洪灾,给水利建设提出了新的挑战。文章认为,只有坚持科学发展观,加强水利建设,为社会主义现代化建设提供最基础、最可靠、最安全的设施,才可能有效地保护农业、农村、城市和人民生命财产的安全,使国家长治久安。
As the global environment worsens, the anomalous climate changes more and more, with more and more extreme weather phenomena. The frequency of natural disasters and the losses caused by natural disasters have also increased. In 2010, some areas in southern China hit another flood and put forward new challenges to water conservancy construction. The article holds that only by adhering to the scientific concept of development, strengthening water conservancy construction and providing the most basic, reliable and safest facilities for socialist modernization can the life and property of agriculture, rural areas, cities and people be effectively protected and the long-term peace and stability of the country .
