由防御型向进攻型转化,明确破案中心,增强派出所侦察实战能力派出所在刑侦大格局中已成为侦察破案的生力军,承担着一般刑事案件和有关重特大案件的侦破任务。但现有的派出所工作运行机制仍沿用着计划经济下封闭式的以户口管理为中心的防御型的管理形式,至使派出所目前所承担的破案工作,没有制定出与之相配套的管理措施,破案处于无序的运转状态。干警潜在的破案能量得不到发挥,还是“吃大锅饭”。近年来,派出所的工作思路,虽作了以户口管理为基础,以治安管理为重点的调整,但还没有真正摆正侦察破案和派出所日常工作的关系,突出不了派出所破案的地位,因此实质性变化不大,侦察破案的主动进攻性不强,实战能力薄弱。为此,应从强化派出所进攻能力的角度作出调整。
