农村基础设施是农村经济赖以发展的物质基础。为有效解决当前我国农村基础设施投资机制中存在的公共财政投入不足、投入结构不合理、社会资本参与度低等问题,应用PPP模式实现公私合作投资成为大势所趋。文章分析了当前我国农村基础设施投资机制现状,对PPP模式做了简要概述并分析其在农村基础设施项目中的应用领域以及目前我国农村基础设施投资机制应用PPP模式的可行性,最后就PPP模式应用于农村基础设施融资建设提出了相关对策建议。
Rural infrastructure is the material basis upon which the rural economy depends. In order to effectively solve the existing problems of insufficient input in public finance, unreasonable investment structure and low social capital participation in China’s rural infrastructure investment mechanism, it has become a trend to apply PPP to achieve public-private cooperative investment. This paper analyzes the current status quo of China’s rural infrastructure investment mechanism, makes a brief overview of the PPP model and analyzes its application in rural infrastructure projects and the feasibility of applying PPP mode in rural infrastructure investment mechanism in China. Finally, Relevant countermeasures and suggestions are put forward for the construction of rural infrastructure financing.
