非基本医疗服务是指以特定人群为服务对象的 ,相对于基本医疗服务而言的医疗服务。非基本医疗服务只具有经济学上的意义 ,且具有层次性、发展性和地区性 3个主要特点。发展非基本医疗服务是卫生改革的重要内容之一 ,有利于医疗卫生资源的合理配置和利用 ,满足人民群众多层次、多样性的医疗服务需求 ,提高健康水平 ,保证职工医疗保险制度的平稳运行等。发展非基本医疗服务应当把握以下原则 :适应需求的原则 ;因地制宜的原则 ;规划优先的原则 ;立足存量的原则。要科学界定非基本医疗服务范围 ,要建立和完善非基本医疗服务政策保障体系
Non-basic medical services refer to medical services that target specific groups of people and are relative to basic medical services.
