1990 is the 40th anniversary of Huaihe River. For thousands of years, people in the Huaihe River basin have suffered hardships and these 40 years have brought tremendous changes. During the War of Resistance Against Japan, I worked in the Liberated Areas behind the Enemy in Huaibei in Anhui Province and worked in the area of Lunan in northern Jiangsu after the victory of the Anti-Japanese War. I personally experienced the extremely poor living conditions of the people in the Huaihe River. In the spring of 1950, I transferred from the Yellow River in Shandong Province to the Water Resources Department of the East China Military and Political Commission and returned to the place where I knew it was flooded again in 1949. In winter,
