国家科委副主任曾宪林在全国部分城市科技体制改革座谈会上,就我国1987年科技体制改革的任务指出:改革深入的关键是放活科研机构,放活科技人员(简称“双放”)。政府部门要放宽政策,放活管理,下放科研机构,实行政研职责分开,让研究所自主经营,使其通过横向联合实行科研生产一体化。曾宪林说,要实现“双放”,就要破除多年条块分割所形成的保护主义观念,科研项目要面向社会招标,使各研究所实现在平等条件下的竞争;破除科研机构的等级观念,克服科研人员中存在的士大夫思想。总
