七届全国人大常委会第二十一次会议通过了《中华人民共和国未成年人保护法》,标志着我国未成年人的保护作走上了法治的轨道,进入了一个新的发展时期。未成年人是祖国的未来,民族的希望。未成年人立法功在千秋,利在当前。我们高兴地看到这部法律的诞生。下面仅就如何贯彻落实未成年人保护的立法目的和指导思想问题谈几点意见。一、《未成年人保护法》在总则第一条中明确规定:“为了保护未成年人的身心健康,保障未成年人的合法权益,促进未成年人在品德、智力、体质等方面全面发展,把他们培养成为有理想、有道德、有文化、有纪律的社会主义事业接
The 21st Session of the Standing Committee of the Seventh National People’s Congress passed the Law on the Protection of Minors of the People’s Republic of China, marking the beginning of the protection of minors in our country on the track of the rule of law and entering a new period of development. Minors are the future of the motherland and the hope of the nation. Legislation for the benefit of minors in the future, benefit in the present. We are happy to see the birth of this law. Here are just some opinions on how to implement the legislative purpose and guiding ideology for the protection of minors.
