分配不公是一个历史现象，早在国家出现以前就已经存在。分配不公在不同的社会制度了的存在形式虽有不同，但其本质是相同的．作者通过剖析与国家用联系的捐税、公债、通货膨胀等形式的分配不公、信用领域中的各种分配不公以及按劳分配、按资分配、按权分配等形式的分配不公，提出了在我国现阶段实现分配相对公平的对策措施：１．深化产权制度改革。２．加快政治体制改革．３．进一步加强法制建设。最后，必须加大企业改革力度。
