罗光禄是四川省苍溪县白驿镇人。１９３３年３月参加中国工农红军四方面军。土地革命战争时期任红３０军８８师２６８团号兵、号模、司号长、排长、红５军团部通讯员、特务员。参加过二万五千里长征。抗日战争时期任新疆坦克兵学员、中央军委机要科译电员，中央党校四部学员。
