在国外,现代通俗艺术的软实力有一个逐渐被认识和发掘的过程。人们对现代通俗艺术软实力的发现、认识和重视是随着通俗艺术的崛起而逐步展开的。从对现代通俗艺术的蔑视、责难、批判和打压,到对于现代通俗艺术积极作用的发现和重视,再逐渐将现代通俗艺术提升到“文化软实力”的战略高度,发生在20世纪的这一转变过程构成了现代通俗艺术软实力在国外的发展历程。从国外的通俗艺术软实力发展历程来看,20世纪以来,通俗艺术软实力不断发展壮大。从最初的批判审视,到后来的关注重视,通俗艺术软实力在全球化情境下扮演着越来越重要的角色,发挥着越来越重要的作用。
