为推动国民经济持续快速健康发展,中央决定采取一系列促进增长的重大措施。增发600亿国债,用于基础设施、高新技术产业化等项目建设,刺激投资需求;增加城乡居民收入,扩大住房、教育等消费,刺激消费需求;改善国有企业负债结构,支持国有大中型企业改革解困;提高出口退税率,扩大外贸出口等。在有效需求不足,国有企业改革解困处于关键的时刻,中央采取一系列政策措施,是非常及时和必要的,对扩大内需,调整结构,促进经济持续增长将发挥有效的作用。同时,为我市改革和发展,带来难得的机遇。
In order to promote sustained, rapid and healthy development of the national economy, the Central Government decided to adopt a series of major measures to promote growth.
