我国行政问责在实际运行过程中还面临诸多困境,其主要表现为:主体不明确,异体问责相对薄弱,问责救济机制不健全,问责内容缺乏法律规范问责标准弹性过大,转型中的行政生态环境还不能有力地促进问责制的推行。为了促进行政问责制的进一步发展,需要健全完善行政问责体系,把行政问责与开展政府绩效评估、政务公开紧密结合起来,注重行政问责结果多样有效,尽快健全行政问责救济,营造和谐的“问责文化”环境。
