由于历史背景不同，我国市场发育走的是一条市场一直处于政府严格管制之下、从未获得自由发展机会，政府指令代替市场规则的发育道路。与奠定了市场 经济基础的英国式市场发育道路完全不同。两种各按自己的轨迹发展的市场传统 使我国市场规则很难与ＷＴＯ规则自然融合，加之我国真正搞市场经济只有短短几年时间，对市场机制的真谛理解不深，国内有关价格的管理规定和实际做法还存在与ＷＴＯ规则不完全一致的地方。加入ＷＴＯ要求我们从新的角度、新的视野、新的观念上面对挑战，抓住机遇，在价格运行规则上与ＷＴＯ接轨。
