The global labor market is undergoing unprecedented changes. In developed countries like the United States and Western Europe, executives face a rapidly aging workforce and high labor costs. In China, India and most other developing countries, executives suffer “shortfalls in adequacy.” On the one hand, the lack of suitable candidates for the company, on the other hand, the changes brought about by the rapid economic growth make it difficult for the company to attract and retain qualified employees. Jeffrey A.Joerres has served as president and CEO of Manpower, a global human resources services company since 1999, and chairman of the board since 2001. He has an unparalleled voice in other issues affecting global workplace change. Manpower is the world’s second-largest human resources service company. In 2004, the company earned nearly 15 billion U.S. dollars and delivered around 2 million employees each year to companies in 72 countries around the world in occupational, industrial, and civilian fields.
