1987年以来,苏州市在推行租赁、承包经营责任制的过程中,试行了法人租赁这种新的形式,即由优势企业以法人资格承租严重亏损的企业。由于法人租赁的承租者不是个人(合伙)而是企业法人,因而带来了一些引人注目的变化,法人租赁不再仅仅局限于改革企业内部经营机制,而是更加注重企业之间生产要素的流动重组以及产业结构、产品结构和企业组织结构的调整,搞活企业的着眼点重新从单个企业内部向外部转移。
Since 1987, Suzhou City has implemented a new form of legal person leasing in the process of implementing the responsibility system of leasing and contracting operations, that is, a dominant enterprise is legally qualified to lease a company that has suffered heavy losses. As the lease of legal persons is not an individual (partnership) but an enterprise legal person, it has brought about some noticeable changes. Corporate leasing is no longer confined to reforming the internal operating mechanism, but focuses more on the factors of production among enterprises. The restructuring of the liquidity and the adjustment of the industrial structure, product structure, and organizational structure of the enterprise invigorated the enterprise’s focus and re-transferred from the inside of a single enterprise to the outside.
