本刊讯:近日从四川省财政和教育部门获悉,从今年起,四川省对公办普通高中实行综合预算保障制度,该项制度将覆盖四川省629所公办普通高中学校。至此,四川全面建立起从学前教育到高等教育的财政经费保障体系。据悉,公办普通高中学校实行综合预算保障制度,按照“核定收支,差额补助”的方式安排财政拨款。通过核定高中学校的基本支出和项目支出总需求,抵扣学费收入后,差额部分由同级财政安排补足,纳入综合预算管理。其中,基本支出是指保障高中学校正常运转的基本经费,包括在职人员经费、离休人员经费和日常公用经费;项目支出是指高中学校完成特定工作任务和事业发展目标所需要的专项支出。根据已确定的生均公用经费综合定额最低标准,到2017年,四
