在晚清时期,中国曾尝试建造潜艇。1880年9月,中国在天津建造了一艘潜艇。这艘潜艇的外形有如橄榄,并曾在天津的海河进行过试航。尽管它能够在水下暗送水雷,但它只是一艘试验性的小潜艇,不能作为海军作战舰艇使用。在民国时期,民国海军曾设想以发展潜艇作为保卫海疆的重要力量。民国政府在福建设立了飞潜学校,并几度选派军界精英前往西方考察,也曾选送年轻志士赴英美等国学习,但因种种原因未能如愿以偿。中华人民共和国成立之后,中国就与苏联进行了多次谈判,商谈有关苏制舰艇在中国进行建造与转让的问题。几经努力,中国政府最终同苏联政府达成协议,其中苏方同意有偿转让给中国613型常规动力潜艇的生产制造权及有关技术和资料。在上个世纪50年代,武杰同志是一位满怀壮志的海军军官,他欣然受命与同事一起参加了为新中国海军建造第一批潜艇的工作。其间,他还担负了验收潜艇的国家验收委员会委员的重任。如今已经80多岁的武老敞开心扉,讲述了50多年前发生在中国造船界史无前例的一段往事……
In the late Qing Dynasty, China had tried to build a submarine. In September 1880, China built a submarine in Tianjin. The submarine is shaped like an olive and has undergone a sea trial in Tianjin’s Haihe River. Although it can submerge mines under water, it is a pilot submarine that can not be used as a naval combatant. During the period of the Republic of China, the Navy in the Republic of China had envisaged the development of submarines as an important force to defend the sea. The government of the Republic of China set up a dive school in Fujian and dispatched military elites to conduct research in the West several times and chose young clerics to study in Britain and the United States. However, they failed to do so for various reasons. Since the founding of the People’s Republic of China, China has held numerous negotiations with the Soviet Union on issues concerning the construction and transfer of Soviet-made warships in China. After several hard efforts, the Chinese government finally reached an agreement with the Soviet government, in which the Soviet side agreed to pay China’s 613 conventional submarine manufacturing rights and related technology and information. In the 1950s, Comrade Wu Jie was a full-fledged naval officer who was gladly ordered to join his colleagues in the construction of the first submarine for the new Chinese navy. In the meantime, he also took on the task of inspecting and accepting submarines as members of the National Acceptance Committee.
