落实“房子是用来住的,不是用来炒的”定位要求,必须抑制投机性需求。投机性需求之所以长期抑而不制,投机行为可以见缝插针,关键是需求管制型的政策设计存在着缺陷,限购、限贷、限价不仅抑制不住投机性需求,反而拓展了投机空间,积累起新的投机欲望和动能。抑制投机性需求,就要从消除投机动因入手,以釜底抽薪的政策思维,根治房地产市场上的投机行为。收益管制型政策克服了传统需求管制型政策的弊端,从收益调控的角度进行政策体系和政策措施的系统设计。收益管制型政策选择了税收杠杆,运用收益调控机制,保护房地产市场正常的收益和投资活动;运用超额收益全额征收方式,防止成本转嫁,确保多卖不能多得,把投机性需求挤出房地产市场。一个没有投机行为的市场,才是房价合理波动的市场,才是有可能平稳健康发展的市场。
Implementation “House is used to live, not used to speculation ” positioning requirements, we must curb speculative demand. The reason why speculative demand has been suppressed over a long period of time can lead to speculation. The crux of the matter is that there are flaws in the policy design of demand-controlled type. Limitations on purchase, credit restriction and limit pricing not only inhibit speculative demand, but expand speculative space and accumulate New speculative desire and kinetic energy. Suppression of speculative demand, we must start from the elimination of speculative motivation to draw the bottom line of policy thinking, cure the speculation in the real estate market. Revenue-controlling policies have overcome the shortcomings of traditional demand-controlled policies and systematically designed the policy system and policies and measures from the perspective of revenue control. The revenue-controlling policy has chosen the tax lever, uses the income regulation mechanism to protect the normal income and the investment activity in the real estate market. It uses the full collection of excess returns to prevent the cost from being passed on, ensures that more can not be sold, and squeezes the speculative demand out of the real estate market. A market without speculation is a market with reasonably fluctuating house prices, and it is a market that may develop smoothly and healthily.
