在信息“泛滥”而又“匮乏”的今天,人们自然而然地联想到资源共享和资源布局。那么,怎样的布局才算是比较合理的呢?本文分五大部分探讨这个问题。一、关于我国信息资源建设的环境综观我国信息资源建设的现状,不难发现,有两大难题长期困绕着我们:一个是经费严重不足,造成资源严重缺乏;另一个是信息资源分布不均衡,以至重复和遗漏现象并存。在这两大难题中,学术界对前者的作为有限,只能就后者进行探讨,即探讨在总投入和总资源量不变的前提下,如何使有限的信息资源的效益最高,这也是合理布局的问题。
