本文对经营性林场实行“事业单位、企业化管理”进行了利弊分析。论证了林场森林资源、技术、资金、人才、管理和人们心理承受能力等要素,提出经营性林场由事业变企业的可行性。重点阐述实现林场企业,应在外部建立林木资产保险,转变主管部门的管理职能,健全森林资源监控体系,加强审计等配套改革;在内部必须建立统一指挥系统,加强生产管理,提高场长素质,转变思想观念和开发地区资源优势等措施。
