经济全球化是当前国际社会发展的一个主题,与全球化相伴的是技术创新的全球化。以各种不同形式表现的国际技术转移迅速发展已成为技术创新全球化的重要形式,成为现代国际经济活动的重要组成部分。在国际技术转移中,跨国公司无疑是主角,国际技术转移已成为跨国公司实施其经济全球化战略的重要手段。江苏的苏锡常是我国经济最发达的地区之一,改革开放二十多年来,这一地区创造了许多在全国具有推广与示范意义的新经验。与此同时,经过十年的发展,苏锡常三个国家科技园区发展迅速,已成为跨国公司国际产业与技术转移的重点区域,其发展模式在全国53个国家科技园区中具有一定的代表性和示范性,引起了人们的广泛关注。然而跨国公司的产业与技术转移具有两面性,运用有效和得当,可以促进我国科技园区的自主技术创新;控制不当,由于跨国公司产业与技术转移的逐利性也可能对我国科技园区自主技术创新带来影响。因此,分析跨国公司对华技术转移的新动态,考察跨国公司在我国科技园区技术创新行为,并在 WTO 框架下研究我国科技园区发展高新技术产业所面临的新形势,这对研究21世纪初期我国科技园区发展战略,特别是研究如何提高我国科技园区自主技术创新能力具有重要的意义。为此,本刊从第8期起开展“跨国公司技术转移与科技园区建设”专题研讨,约请中国人民大学博士后吴林海同志以苏锡常三个国家科技园区为实证分析对象,分若干个问题展开研讨。本期话题:“跨国公司对华技术转移新动态”。我们欢迎各有关方面的专家学者和科技工作者就“跨国公司技术转移与科技园区建设”专题及相关问题一起展开深入研讨。
