全市人民瞩目的市十二届人大一次会议和市政协十二届一次会议于四月中旬胜利闭幕。来自各地区、各行各业的人大代表与政协委员,带着人民的重托,认真履行了各自的光荣职责,共商新世纪新阶段我市现代化建设大计。这次两会,对于进一步动员和鼓舞全市人民把握机遇,与时俱进,推进现代化建设,具有十分重要的意义。这次两会,是在全市人民深入学习贯彻党的十六大精神,全面建设小康社会,加快现代化建设步伐的重要时刻召开的,是一次换届的大会,肩负着重要的历史使命。过去的五年,是我市经济社会发展取得新成就的五年,是“四个突破”扎实推进的五年,是城市综合实力全面提升的五年。国民经济持续快速发展,对外开放向纵深推进,市场经济体制不断完善,城市化步伐不断加快,科教强市“一号工程”全面实施,社会事业全面进步,人民生活普遍改善。这些成就的取得,是全市人民在市委、
The first session of the Twelfth NPC and the first session of the 12th Municipal Committee of the CPPCC, which the people in the city attracted attention, closed successfully in mid-April. People’s deputies and CPPCC members from all regions and in all walks of life took the trust of the people seriously and performed their respective honorable duties conscientiously to discuss the plans for the modernization of our city in the new phase of the new century. The two sessions are of great significance to further mobilizing and inspiring the people of the city to seize the opportunity, advance with the times and promote the modernization drive. This NPC and CPPCC session is an important general meeting that shoulders an important historic mission during the important moment when the people of the whole city thoroughly studied and implemented the spirit of the 16th National Congress of the CPC, built a moderately prosperous society in all aspects and accelerated the pace of modernization. In the past five years, it was a five-year period for our city to make new achievements in economic and social development. It was a five-year period in which the “four breakthroughs” were pushed forward in a down-to-earth manner and the overall strength of the city has been raised for five years. The sustained and rapid development of the national economy, the opening up to the outside world in depth, the continuous improvement of the market economic system, the accelerating pace of urbanization, the strong science and education city, and the “No.1 Project” have been fully implemented.
