本组论文是北京师范大学教育政策与法律研究所劳凯声教授主持的中央民族大学“985工程”重点项目“新农村建设中的西部少数民族地区基础教育重大问题调查与对策研究”的子课题“中国西部少数民族地区农村基础教育政策、法规与管理体制研究”(项目编号:cun985-2-3-2)的部分成果。课题组先后于2006年10月和2007年11月分别对云南西双版纳自治州和宁夏回族自治区进行了为期两个月的田野调查,通过分析调查资料及相关文献,针对西部少数民族地区农村基础教育中的“普九”问题、教师队伍建设问题、学校布局调整与寄宿制学校建设问题、受教育权利意识问题、学校管理体制问题等,进行了研究,并给出了相应的对策建议。 This group of papers is the Beijing Normal University Institute of Education Policy and Law, Professor Lao Kai-Sheng of the Central University for Nationalities “985 Project ” key project “new rural construction in western minority regions basic education major issues survey and countermeasure ”Sub-topics “ research on policies, regulations and management system of rural basic education in western minority areas ”(item number: cun985-2-3-2) part of the results. The research group conducted a two-month field survey in Xishuangbanna Autonomous Prefecture and Ningxia Hui Autonomous Region in October 2006 and November 2007, respectively. By analyzing the survey data and relevant documents, the research group aimed at the basic education in rural areas in the western minority areas The issue of building a contingent of teachers, the adjustment of school layout and the construction of boarding schools, the awareness of the right to education, and the problems of school management system. Some countermeasures and suggestions are also given.
