面对严重困扰我国社会经济发展的三角债顽症,理论界与实际工作部门的同志几乎是不谋而合地开具了同一剂应急的处方——资金启动。笔者认为,资金启动当然不失为清理三角债的一剂药方,但倘若对三角债及其资金启动不作进一步的理性分析,那么,三角债的清理就会出现处方易而收效难的结局,甚至还会违背开处方的良好愿望。为此,本文特就三角债及其资金启动的相关规定,谈谈个人的初步看法。
In the face of the chronic problems of the triangle debt that have seriously plagued China’s social and economic development, the comrades of the theoretical and practical work departments have almost coincided with the same prescription for an emergency—the start of funds. The author believes that the start-up of funds is of course a prescription for the clearing up of the triangular debt, but if there is no further rational analysis of the launch of the triangular debt and its funds, then the settlement of the triangle debt will result in an easy-to-prescribe and hard-to-find outcome. It will even violate prescriptions. Good wishes. To this end, this article specifically talks about the individual’s preliminary views on the relevant provisions of the Triangular Debt and its funding.
