党的十六届四中全会作出了加强党的执政能力建设的决定。财政支出尤其是行政政法支出是政府活动的财力支撑,直接服务于国家政权建设和社会经济发展,涉及执政能力建设的各个方面,与党和政府的执政能力建设密切相关。因此,做好行政政法财务管理工作,提高资金使用的有效性,对加强党的执政能力建设具有重要的意义。做好政权建设经费保障工作是行政政法财务工作的首要职责,各级财政部门历来十分重视行政政法财务工作。
The Fourth Plenary Session of the 16th CPC Central Committee has made the decision of strengthening the building of the party’s ability to govern. Expenditure on public expenditure, especially on administrative and political expenditures, is the financial support of government activities. It directly serves the construction of state power and social economy, and involves all aspects of the construction of governing capability.
