“四自”公路是政府运用市场机制 ,在特定的历史条件下加快公路建设的一项重要方针。就浙江金华而言 ,“四自”方针的实施极大地缓解了公路交通的紧张状况。“四自”公路收费是《公路法》规定的一种行政行为 ,也是社会主义市场经济在公路建设上的运用。因此 ,收费是合法的 ,而且是市场化运作的必然选择。当前 ,“四自”公路收费存在一些诸如收费标准过高、收费站设置不科学等问题 ,笔者对此提出四点解决当前问题的建议 ,供参考。 The “four self” highway is an important guideline for the government to use market mechanisms to speed up highway construction under certain historical conditions. As far as Zhejiang Jinhua is concerned, the implementation of the “four since” principle has greatly alleviated the tension in road traffic. The “four-self” highway toll is an administrative act stipulated in the “Highway Law” and also an application of the socialist market economy in highway construction. Therefore, the fees are legal, but also the inevitable choice of market-oriented operation. At present, there are some problems such as the high toll standards and unscientific setting of toll stations in the “four-self” highway toll collection. The author puts forward four suggestions on how to solve the current problems for reference.
