1959年随着一家台湾水泥厂在马来西亚的创办拉开了台湾企业投资东南亚的序幕,在此以后的22年间,台湾对外投资的很大一部分集中于东南亚,尤其是马来西亚和泰国。可以说,东南亚地区一直是台湾经济活动的重心。到1995年6月台湾对东盟国家累计协议投资额达到250亿美元,其中216亿美元是1988年以后承诺的,台资基本上覆盖了整个东南亚地区,渗透到农业、工业、第三产业等各个领域。1994年台湾当局推行“南下政策”,进一步加大了对东南亚的投资力度,而且把投资与“弹性外交”、“拓展生存空间”的政治目的联系起来,使台湾在东南亚的经济活动更加活跃,政治色彩更浓。据台湾“经济部”统计,截至1996年6月,台湾对东南亚的投资累计达300.2亿美元。
