地震是自然灾害中破坏力较强、发生频率较高的灾害,而京津冀地区属于中国震灾风险较高的地区。为完善京津冀地区综合防灾减灾体系、为京津冀协同发展提供可靠的地震安全保障,建议在已有应急平台基础上建立以灾情信息共享为基础的京津冀震灾应急指挥系统。通过对国家历次地震救援存在的问题进行梳理,京津冀震灾应急指挥系统建立了信息管理、人员协调管理、救灾物资管理、专项资金管理四个功能模块,为京津冀地区提高灾后救援效率的统筹防灾减灾工作提出新思路。
Earthquakes are disasters that are more destructive and have a higher frequency of occurrence in natural disasters, while the Beijing-Tianjin-Hebei region belongs to a region with a higher risk of earthquake disaster in China. In order to improve the integrated disaster prevention and mitigation system in Beijing-Tianjin-Hebei area and provide a reliable seismic safety guarantee for the coordinated development of Beijing-Tianjin-Hebei area, it is proposed to set up an emergency command system for Beijing-Tianjin-Ji earthquake-disasters base on the existing emergency platform based on disaster information sharing. Through combing the problems existing in the previous national earthquake relief efforts, the Beijing-Tianjin-Ji earthquake emergency command system established four functional modules of information management, personnel coordination management, disaster relief materials management and special fund management to improve post-disaster rescue efficiency in Beijing-Tianjin-Hebei region The overall disaster prevention and mitigation work put forward new ideas.
