2010年10月,《国务院关于加快培育和发展战略性新兴产业的决定》正式出台,全国各地掀起了一轮研究和发展战略性新兴产业的热潮。战略性新兴产业是以重大技术突破为基础,对经济社会全局和长远发展具有引领带动作用、低耗能高成长的产业。一个地区战略性新兴产业的选择和发展,既要结合当地现有产业优势和资源优势,又要考虑本地区一些制约因素,避免形成投资冲动,造成资源浪费。
In October 2010, the “State Council’s Decision on Accelerating the Cultivation and Development of Strategic Emerging Industries” was promulgated, and a wave of research and development of strategic emerging industries was launched across the country. Strategic emerging industries are based on major technological breakthroughs and have leading and low-energy and high-growth industries for overall economic and social development in the long term. The selection and development of a strategic emerging industry in a region should not only combine the advantages of the existing industries and resources in the region but also consider some of the constraints in the region so as to avoid the formation of investment impulses and waste of resources.
