根据目前违法犯罪人员资料的管理和应用现状,针对我市流动人口日益增多,各类刑事案件呈上升趋势这一新特点,武汉市公安局于1998年10月选购了目前在国内外具有先进水平的北大方正指纹自动识别系统,正式将现代化管理手段纳入刑事犯罪情报资料工作中。该系统克服了传统人工管理指纹资料的缺陷,即劳动强度大、效率低、准确性较差等弊病,增强了指纹查破案件的时效性和准确性,将我市的情报资料工作提高到一个新的水平。至1999年1月份,设立在武汉市公安局九处十二大队情报资料中心的全市指纹全自动识别系统已完成硬件环境建设和软件调试安装,并于1999年1月18日正式开始录入指纹数据。截止4月26日,本系统已录入指纹卡片共计73 553份,并对其中的13 343份卡片进行了人工干预和修补,以进一步提高指纹质量,提高系统查破案件的能力。为了现实斗争的需要,本着“边建库边破案”的原则,
