为了抵御国际经济环境对我国的不利影响,防止经济增速过快下滑和出现大的波动,国务院决定中国将采取十项措施,在08年第四季度安排新增投资1000亿元和在未来两年还将大概投资4万亿元人民币强力启动内需,促进经济平稳较快增长。如何管好用好这笔资金,充分发挥新增投资的拉动作用,确保用于重要领域,加快建设进度,倍受社会各界的关注。本人就加强中央财政投资项目全方位跟踪管理的必要性及如何实施全程监督管理提几点建议。
In order to resist the adverse impact of the international economic environment on our country and prevent excessive economic slowdown and major fluctuations, the State Council decided that China will take 10 measures to make additional investment of 100 billion yuan in the fourth quarter of 2008 and in the next two Year will also invest about 4 trillion yuan strong start domestic demand, promote steady and rapid economic growth. How to make good use of this fund, give full play to the stimulating effect of new investment, ensure that it is used in important fields, speed up the progress of construction and greatly attract the attention of all sectors of society. I would like to make some suggestions on how to strengthen the necessity of tracking management of investment projects in the central government and how to carry out supervision and management throughout the entire process.
