基于文献研究与费用测算分析,探讨新型农村合作医疗资金在多机构间支付的使用效能。提出新型农村合作医疗多机构间“无甄别重复支付”的概念,界定当前新型农村合作医疗多机构间重复无效支付的具体形式,初步指明当前新型农村合作医疗多机构间重复支付的现状及不良影响。消除新型农村合作医疗多机构间的重复支付,可有利于推动新型农村合作医疗支付方式的改革、有利于提高新型农村合作医疗保障资金的使用效能、有利于促进农村地区医疗服务体系的完善。
Based on the literature research and cost measurement analysis, this paper explores the utility of new rural cooperative medical care funds in multi-agency payment. Proposed the concept of multi-agency “non-screening double pay” of new-type rural cooperative medical care, defined the specific forms of repeated invalid pay among multiple agencies of new rural cooperative medical care, and initially indicated the present situation of double payment among multiple agencies of new rural cooperative medical care. Adverse effect The elimination of the repeated payment between the new rural cooperative medical institutions can be conducive to promoting the reform of the new rural cooperative medical care payment mode, improve the use efficiency of the new rural cooperative medical insurance funds, and promote the improvement of medical service system in rural areas.
