1998年,我省科技工作的思路是:以党的十五大精神为指针,面向21世纪,深化科技体制改革,全面实施科技工程,坚持有所为、有所不为的原则,加大宏观调控力度,在面向经济建设主战场、发展高新技术及其产业和加强基础研究三个层次上更有效地推进科技与经济相结合,促进经济结构的调整与优化,促进经济增长方式的转变,使科技对经济增长的贡献,不但有量的扩大而且有质的提高。这个工作思路是由施伟国主任在1997年岁末提出的。
