一、命题的指导1.命题的指导思想2003年高考命题的指导思想是基本稳定、巩固提高。命题遵循中学教学大纲,但不拘泥于教学大纲。对政治学科来说,所谓“基本稳定”,主要指坚持高考内容改革“以能力立意”的宗旨不变、重视双基的要求不变、试卷基本框架不变、题型不变、命题赋分的原则不变。所谓“巩固提高”,主要指在命题过程中继续探索
