本文认为学术评价和激励机制是社会科学管理不可或缺的中心环节。当前社会科学评价与激励机制方面主要存在七个方面的矛盾和问题,亟待研究和解决。中国社会科学院实施的哲学社会科学创新工程是社会科学管理体制机制的一次重大改革创新,在学术评价和激励机制方面进行了七个方面的大胆探索:针对不同评价对象制定了不同的评价标准;将学术评价贯穿于项目研究的全过程;实行年度科研经费总额拨付,扩大研究单位科研自主权;针对社会科学研究特点实行“智力报偿”的激励办法;在课题资助之外实施针对学者个人的资助制度;加大后期资助力度,实施学术出版资助;在资助对象上尝试打破身份的界限。
This paper argues that academic evaluation and incentive mechanism are the indispensable central aspects of social science management. There are seven major contradictions and problems in the current evaluation and incentive mechanism of social sciences, which are urgently needed to be studied and solved. The Philosophy and Social Sciences Innovation Project implemented by the Chinese Academy of Social Sciences is a major reform and innovation in the management system and mechanism of social sciences. It has conducted seven bold exploration in academic evaluation and incentive mechanism: formulated different evaluation criteria for different evaluation objects; The academic evaluation runs through the whole process of the project research; the annual funding for scientific research will be appropriated to expand the research autonomy of scientific research units; the “intellectual compensation” incentives for social science research will be implemented; Funding system; to increase funding for the latter part of the implementation of academic publishing subsidies; funding targets to try to break the boundaries of identity.
