在分析了洛阳、三门峡两市自然条件及水利工程现状的基础上，提出了两市灌溉工程发展规划的原则，重点分析了陆浑、窄口、故县等大型水库灌区以及提黄灌溉工程；提出在2005年以前应重点发展陆浑和窄口灌区；到2010年首先完成小浪底引水灌区工程，暂不考虑故县灌区；根据规划，1996～2010年两市共计划发展灌溉面积11．38万hm2，总投资173902万元，到2010年年均增产效益可达31886万元，灌溉效益非常显著。
Based on the analysis of the natural conditions of Luoyang and Sanmenxia cities and the status quo of water conservancy projects, the principles of the planning of irrigation projects in both cities are put forward. The major irrigation districts such as Luhun, Nankou, Guxian County and the Yellow River Irrigation Project are analyzed. Proposed to focus on the development of land-muddy and narrow-mouth irrigation areas by 2005; first to complete the Xiaolangdi water-diversion irrigation project by 2010, and not to consider the county’s irrigation districts; according to the plan, the two cities planned to develop 113,800 irrigated areas from 1996 to 2010 hm2, a total investment of 1,739,020,000 yuan, by 2010 the annual average yield of up to 318,886,000 yuan, the irrigation benefit is very significant.
