土地出让收入本应成为我国保障房融资的主要来源,但我国土地出让收入中为保障房融资的现行政策却存在着提取比例过低、计取口径不统一等严重缺陷。而地方政府对相关政策规定的执行不力、提取数额不达标,基于土地出让收入的支出项目中住房保障支出比例过低等现象进一步削弱了国家保障房融资政策的效果。将土地出让收入(总价款)10%以上用于保障房建设,同时加强保障房资金支出的监管应是目前政府的理性选择。
The land transfer income should become the main source of financing for the protection of our country’s housing. However, the existing policies for financing the protection of housing in our country’s land transfer income still have serious shortcomings such as the low extraction proportion and the inconsistency in caliber. However, the implementation of relevant policies and regulations by local governments is not strong enough and the amount withdrawn is not up to standard. The low proportion of expenditure on housing security based on the revenue from land transfer income has further weakened the effectiveness of the national financing policies for affordable housing. The land transfer income (total price) of more than 10% for the protection of housing construction, while strengthening the protection of housing expenditure of funds should be the government’s rational choice.
