原中国石油天然气总公司提出“以产定人、择优上岗、富余下岗、保障生活、开辟门路、培训转岗、二次就业、减人增效”32字方针以来,全国陆上各石油企业积极开动脑筋,多方采取措施,一方面严把职工入口,控制职工总量过快增长,另一方面,畅通职工出口,加大清退外用工力度,实施下岗分流、减人增效。在减人增效成为当前石油行业工作主旋律、新增劳动力就业形势相当严峻的形势下,石油职工必须转变择岗就业观念,树立大就业观念,走自立自强之路。
