一提支农、扶贫,贫困地区的许多同志都深感支农、扶贫等发展农业生产的资金不足,希望国家多投入。总的看,近几年贫困地区经济开发得到了党中央、国务院和各级党委、政府的高度重视,进展比较顺利。但是,也有一些地区在支农、扶贫资金的使用上,由于有关部门和领导重视不够,财务管理不严,资金被大量挤占、挪用,严重影响了资金效益的充分发挥。这一问题应引起我们的重视。近几年,国家财政比较困难,国务院决定扶贫资金不减少。在目前情况下,这就是很大支持。从实际需要上看,这笔资金固然不能完全满足。但是,如果把现有的这些资金使用好,支农、扶贫工作取得成绩的潜力是很大的。因此,一定要采取有效的措施,加强贫困地区发展农业生产资金的财务管理和监督,做到专款专用,把有限的资金用在刀刃上,确保资金效益的充分发挥。

This issue should arouse our attention. In recent years, the state finance is more difficult, and the State Council decided that poverty alleviation funds should not be reduced. In the present circumstances, this is a great support. From the actual needs point of view, this money can not completely meet. However, if these existing funds are put to good use, the potential for achievements in supporting agriculture and alleviating poverty will be great. Therefore, effective measures must be taken to strengthen the financial management and supervision over the development of agricultural production funds in poverty-stricken areas so that special funds will be earmarked and limited funds will be used on the cutting edge to ensure the full realization of financial efficiency.
