安徽省淮北市汽车综合性能检测中心1999年经安徽省公路运输管理局批准立项,同年建成并投入使用,总投资400多万元,是淮北市交通行业唯一一所A级汽车综合性能检测站。近几年来,该检测中心转变观念,创新发展,逐渐摆脱计划经济时代政企不分的思维模式和管理模式,取得了经济效益和社会效益的双赢。本文讲述的就是该中心的“涅槃”故事。
